The mission of the Ph.D. is to provide government the world's leading academics in International Governance and Sustainable Development and to have a major impact on public management practices and thinking at national and international scale.

Chaque année, l'Académie inscrit environ 20 hauts fonctionnaires exceptionnels — chacun distingué par une combinaison unique d'excellence académique, de leadership, de potentiel de recherche et de parcours et perspectives individuels. Les candidats au Ph.D. sont proposés par leurs gouvernements en fonction de leur potentiel actuel et futur à contribuer à la communauté humaine et à l'avenir de la gouvernance mondiale et de l'intégration internationale. Each year the Academy enrols approximately 20 outstanding high-ranking officials - each distinguished by a single combination of academic excellence, leadership, research potential, and individual background and perspectives. The Ph.D. candidates are proposed by their governments with respect to their actual and future potential to determine their contribution to the human community and the future of the world governance and international integration.

PréparationPreparation

Aucun cours préalable n'est requis pour commencer le programme de Ph.D. ; il est cependant fortement recommandé que les candidats possèdent une solide formation en anglais. There are no required courses to begin the Ph.D. programme; it is highly recommended that applicants have a strong background in English training.

Le programme ayant pour but de former des ministres à la pointe de la Gouvernance Internationale, la faculté a établi des exigences préliminaires en formation anglaise afin de s'assurer que les candidats sont pleinement préparés à suivre les cours et à répondre aux plus hauts standards académiques. Since the purpose of the Programme is to train ministers at the cutting edge of International Governance, the faculty has established preliminary requirements in English training to ensure that candidates are thoroughly prepared to attend the courses and meet the highest standards of scholarship.

Le projet de thèseThe Thesis Project

La thèse du candidat correspond à un projet à orientation pratique en Gouvernance Internationale et Développement Durable. Le candidat sera évalué par un collège d'universitaires, d'experts et de pairs seniors. La soutenance se déroule lors d'un examen oral préalable à la remise de la thèse finalisée et à la cérémonie de remise des diplômes au Temple de la Littérature à Hanoï. The candidate's thesis refers to a praxis-oriented project in International Governance and Sustainable Development. The candidate will be judged by a college of academicians, experts and senior colleagues. The dissertation is defended in an oral examination prior to the submission of the finished dissertation and the final graduation at the Temple of Literature in Hanoi.

Chaque participant disposera d'un comité de Ph.D. pour superviser son projet de thèse. Le comité est composé de trois membres. Le rôle du comité est consultatif ; ses membres (universitaires, experts industriels ou ministres) aident le participant tout au long du projet de thèse. Cela peut inclure des conseils d'experts, des moyens de recherche et d'autres ressources appropriées issues du réseau de l'Académie, de la NAPA et de l'UNITAR. Each participant will have a Ph.D. committee to oversee his/her thesis project. The committee is comprised of three members. The Ph.D. committee role is advisory; its members (such as faculty, industrial experts or ministers) serve to help the participant during the overall thesis project. This may consist of providing expert advice or research facilities and other appropriate resources coming from the Academy network, NAPA and UNITAR.

Les comités du Ph.D. doivent répondre aux exigences suivantes : un minimum de trois membres de la faculté et intervenants clés est requis. Au moins un des trois membres doit être un titulaire ou en voie de titularisation d'une université de premier plan habilité à diriger des travaux de recherche. Le choix de membres supplémentaires hors de la faculté (universitaires d'autres institutions, experts de l'industrie) est autorisé avec l'accord du comité de Ph.D. Un tuteur permanent assistera le participant au Ph.D. et le comité durant le projet de recherche. Committees for the Ph.D. degree have the following requirements: There must be a minimum of three faculty members and key speakers. At least one of the three members must be a tenured or tenure-track faculty member from a world-class University with habilitation to direct research work. Choosing additional members of the committee outside of the faculty (faculty at other universities, industry experts) is permitted with the agreement of the Ph.D. committee. A permanent tutor will assist the Ph.D. participant and the Ph.D. committee during the research project.
